Subwoofer gain/volume/level on a preamp through second pre-out

Hi All,

Any advice on how to match volume levels on my subwoofer?

My preamp has 2 pre-outs, the first pre-out goes to my power amp & i've recently used the second pre-out to an active subwoofer.
First I though the second pre-out wasn't working because I couldn't hear the sub but when I tested it individually, I found that the volume on the preamp needs to be quite high before you start hearing the sub.

The issue I now have is that I have efficient (90db) speakers & i've never turned the volume near half way.
Is it possible to increase the subwoofer gain so that the volume attenuation on the preamp is in sync for the bookshelf speakers as well as the sub.
Current volume on the sub is maxed out & crossover point is set to max (150Hz)

any guidance would be appreciated.
