VU Meter Reading vs AVR Volume Reading

This is an academic question but one that I can't find a straight answer to online, if anyone knows the answer, I'd appreciate sharing the knowledge.

On some integrated amps with VU meters where it can be set to indicate the output based on the volume rather that a tracks peak (so if the volume is at 0, the meter is at 0), can this relate  to what I see on an AVR e.g. setting the AVR volume to -20db, is it the same as setting the volume of the integrated amp so that the needles are ~ -20db ?

And why is either an AVR volume or a VU meter shown in (-) db ? What's the significance of 0db ? Is this the maximum and if so, why does the volume go past 0db in the "+10db" for example ?

It's different for each person, but what does a manufacturer regard as normal "db" or listening levels ?
