How to rate

Hi guys ,I'm failing to rate a member that recently purchased something from me.he has taken me through the steps of rating him ,however I'm still failing to get the page that opens up a link to rate him.
Is it maybe my device or is it always complicated. Iv never been able to rate anyone due to this.any assistance would be appreciated
