Tetra phono amp kit, no powersupply help needed

Bought and assembled the kit:
PDF]Tetra Sans PS.pdf - Tube CAD Journal  (don't know if the link will work)

I use a powersupply  with a vDC for heaters and 280 vDC for B+. When I connect B+ to the pcb the Voltage drops to about 5vDC? Checked for shorts, polarity of caps, solder joints and possible damaged components, don't see anything weird. I didn't use any components that was "optional" ie C1, C2,  C3, C12, C13,  R9  and connected J5 and J11 instead of J4 and J10.  If I check the bare PCB at C12 with a multimeter it is shorted/continues ? What is the next step, removing components one by one to try and find the reason?

Yip had to make up one resistor  :whistler: but the value is correct, part of the RIAA
