update linux mint or ubuntu during ZA late morning to late evening fails

Hi linux peeps

I don't know where to ask this? Does anyone else try to update their Ubuntu or Mint *nixes , with success from late evening to mid morning, but failure at any other time?
This is the sort of error that rewards my efforts in the 'day'

sudo aptitude update:

Err http://security.ubuntu.com trusty-security Release.gpg                                                                                                                 
  Connection failed [IP: 91.189.88.153 80]
Err http://archive.canonical.com trusty Release.gpg
  Connection failed [IP: 91.189.92.150 80]
Err http://packages.linuxmint.com qiana Release.gpg                 
  Connection failed

If I try again during the wee hours, with no change to PC or router config, it usually works fine. I can keep my machines up-to-date by updating at the times when it works, but......It's a bit irritating if I want to install something during the 'day' .

I've tried a few mirrors, but never found one that works reliably during the 'day'

So....does anyone else have this issue? Any explanations? Solutions?
