Standards change, and sometimes manufacturers revert to old standards. Years ago most medium to large loudspeakers would be intended to placed on the floor. Stands came later. Then the tags of "bookshelf", "monitor" and later "floorstander" and now "stand-mount" developed. I think that we all now generally accept that the tweeter should be at ear level. I would say that a speaker, when standing on the floor... if the tweeter is not at ear level when seated, it cannot be seriously considered to be a floorstander. That being said, it all depends on the intended application of the speaker. If it is just meant to fill the room with sound, then it does not matter how it is positioned. For critical listening, things change completely. Everything has to be just right. But, again, you can design a speaker to sound right off the tweeter axis (how many audiophiles toe their speakers in?). So, for me, it comes down to implementation again. It is no good placing a speaker at ear level whose tweeter is "hot". You might well get a more balanced sound placing it on the floor...
