I would suggest you just replace the two Elco's in the circuit and while you are about it, the 10 volt NP as well. I say replace, because if you are going to measure them you have to take them out. New ones are mere cents, so replace.</p><p></p><p>Beware of creepy dust devils in there ;D</p></blockquote><p></p>
