Never trust Sony power ratings ,lately they have decided to for the big "RMS" numbers.
Having a look at the back of the Sony 1040 it is only rated at a Total of 240W
The Onkyo 616 however is rated at 620W
You cannot get more out than you put in.

I think the word would be Transcoding and not decoding
Transcoding =HD Audio to PCM or to DTS ie -Decoded but then encoded again
Decoding = getting it ready for the DAC IC's to understand
So if it arrives at the receiver in digital the receiver is decoding

There are 2 more things you can try
Turn off step-speed in the bios -this option lowers the speed of the cpu to save power
Turn off Hyper threading in the bios sometimes this helps ,
otherwise do a copy speed test on the laptops as 80% of a laptops speed is determined by the HDD

The Creative card is quite good and one thing you could try is running the analog out to your multi channel input on your receiver.
The card can decode most of the new formats and you might be surprised by the sound quality even in stereo!

I see it has a switch mode psu and it only has one large mains smoothing Cap -therefore it will not have a 110-220v switch
This config is auto sensing.
If it had 2 large smoothing caps it would have a switch.
