Speaker build advice please

I am keen to build a pair of bookshelf(ish) speakers. More interested in the build than actual sound quality for this project. Just to see if I can do it. So I decided that an old set of mine would donate their drivers.

I was expecting to find some sort of crossover in there (3 speaker setup). But only to find this green tube. Sorry, don?t know the terminology yet

The drivers don?t look too bad. But I have a couple of questions

From what I cam tell (visually at least), the tweeter looks to be the weakest link of the three. Do you agree? Wondering if I should rather get a more modern/better tweeter before starting the build. What is holding me back is this green tube crossover. It appears that the tweeter would still receive some bass signals due to its design, the modern version would probably not like that so much. Not REALLY keen on getting a completely new crossover at this stage.

And the the next question. The drivers have a lip on the top, so obviously for top mounting. Could I undermount them as is? If not I will probably design a permanent cloth cover as they are not the prettiest drivers.
