It's not consistent. Sometimes (not often) I receive emails almost instantly. Most often though it's with significant delay.
It's not a device/email client related issues because gmail (browser mode) timestamps confirm the delay.

email headers. PDT time still makes no sense - it appears to be "-9 hrs" and we still have a gap of 59 minutes between the UTC "sent" time and (assumed) PDT forward to gmail time which if we assume UTC-9hrs coincides with gmail timestamp.

I do have gmail but not registered with this forum. The registered email account I use is an IMAP one using Thunderbird as the client, not web-based at all. I received the email notification to your message above at 21.51, which is the same time that you posted it here.

Forum email delay has been going on since ... September last year I think?
Can't remember really but as Wolla mentioned a while ago, it started happening at about the same time that "Like" button was introduced.

While previous examples show the delay occurring between "linode.kay.za.net" and "mx.google.com",

This one shows the delay in forum generating the email - 2h 24' after the post was created...? (7:47 UTC = 9:47 ZA)

"linode.kay.za.net" forwarded the email to gmail and my gmail acc received it, all within the same minute.

Yesterday, it showed "You and one other person..." and both persons/IDs shown were me, even after I reloaded the page Crl-F5. Now changed after clicking Unlike, back page, thread last page button, then Like.
