anyone know someone senior at CITY of JHB municipality?

Hi everyone, every few months our water is cut off and we are told that we owe 17 thousand odd on our water, the bill however is for no 2 enslin street which is not our address. So my wifgoes through the motion of submitting proof of payment etc and our water gets put on again after 2 or three days. Its all getting a bit old now and th counter jockey or call centre people say that supevisors do notdeal with the public. We need this rectified but do not kno how to go about it since we only ever have access to clerks and not anyone who can actually sort it out. I am at wits end,and verging on desperate, please does somone have a contact that dould possibly help.
