Car headlight upgrade - opinions and legality?

I'm looking at upgrading the headlights of a 2007 Subaru Forester, as the stock setup is frankly dismal and borderline dangerous. The brights are great, but the dims are about as effective as 2 candles stuck next to one another.

As far as i see it, there are 2 options.

1) Upgrade the stock dim bulbs, with something like a Xenon HID bulb. This kit should fit: https://www.autostyle.co.za/car-accessories/car-lighting-equipment/hid-xenon-lighting-kits/philips-h1-xenon-hid-conversion-kit.html
    or
2) Extra lights attached to the front, with something like: https://www.autostyle.co.za/car-accessories/car-lighting-equipment/fog-and-spotlamps/hella-comet-500ff-driving-lamps-pair.html or perhaps an LED light bar

My concern with option 1 is how reliable it is, ease of maintenance etc, and my concern with option 2 is the weirdly stringent SA regulations with regards to extra lights attached to the car.

Any thoughts/experiences?
