Long Shot - Who knows a few things about Dishwashers?

I have a Siemens SK23 free standing dishwasher which was hardly ever used as my late wife hated the thing. It was also 'abused' a few times by Claremont Home Appliances where I bought it. Each time it went there to cure a leak, it came back with a scratch and even a cracked lid skin. Overall, it hardly ever had any use due to its 'lemon' made on a Friday afternoon pedigree.

During the past few days, I repaired all its blemishes, bought new hoses, scrubbed its insides and bought the right kind of detergents, regenerating salt and fired the thing up.

It goes through all its cycles, pumps whirring and no more leaks.

The only remaining problem is the water doesn't heat up.

So, I removed its cover and checked the heating element with a multimeter and it shows Ohms are 28 Ohm and it also checks continuous between the element's contacts.

I googled in many places but only found repair guides for machines which has pcb-mounted relays - my machine is electro-mechanical which no pcb.

Will there still be a relay or thermostat to check out?

All wiring and spade connectors are uncorroded and like new.

Where can I look to get this thing heating up?
