PC Hanging Advice Required

I'm experimenting an annoying problem with a PC I've been requested to fix in that it's hanging for no apparent reason. IT's a P2, 4 GB Ram with Win 10 Home Premium (which is probably the issue, as this was "upgraded" from Win 7 Home Premium).
Upon startup, it can hang for up to 10-15mins and Explorer is virtually inoperable.
Once it's gong, it's great and fast - but something on startup is causing it to be inoperable.
There's no antiivirus so it's running Win Defender which upon startup seems to be the dominant application that's running.

Anyone else experienced this and can recommend a fix. I'm scouring the net for a fix and will try to permanently disable Defender and see what happens.

Mem usage seems very high (61%) or 2.5GB and there's a myriad of Windows applications running using between 0.1 - 2% of memory.
