Download and install Audacity - it's free.

No. It's a language option in some software I'm evaluating. There are standard comments for which I have the text. I found SpeakIt! which can read the text, but the version that saves to file is quite expensive.

Windows comes standard with a program called "Sound Recorder"

Audacity will be more feature rich.
