CD's: Local vs import

Me again. This seems the perfect forum to ask this question. In my early days as record buyer I recall the huge difference in quality and price of local vs imported vinyl. The local pressings were mostly shite. Thankfully, with the advent of CD's, those days were over.
Or were they?
I sporadically receive CD's from overseas as part of a magazine subscription, and are often shocked at the difference in sound quality between tracks on those discs and exactly the same tracks on discs made locally. How is this possible? Call me a techno idiot, but we are talking about 0's and 1's here. Do the imported discs have more digital info? Have others here also experienced this, because I can assure you, the difference can be quite remarkable.
I will be most grateful if someone could explain this to me.
If local manufacturers are skimping on production values, should we not be boycotting them? The problem is, with pop and rock, the local CD is mostly the only one available.
