The formal specification is 230V +/- 10%, so any voltage from 207 Vrms to 253 Vrms is "normal" and not a fault condition. You shouldn't expect it to be 230 or 240. You are also not allowed in the distribution board unless you have the appropriate license - abilities and education mean nothing...
