Depends what you mean by locally.

www.jaycor.co.za. They might have, or not. If they don't, you could tape up some ordinary PVC 3 core with a metal backed tape, or some aluminium foil, add a drain wire and some nylon braid?
Communica had the Nylon braid recently, only black. One does get the braid in tinned copper too, which could be useful. Large caliber RF coax could also make a good donor of the braid but it' s a bit finicky to get the outer sheath stripped off neatly. Earth strap from an industrial supplier might work too. Sometimes it is a tube-like weave.
Keep in mind aluminium and copper are not always friends. Tinning the drain wire helps AFAIK.
